Essex player Carter defeated Scottish player Jamie Burnett 10-7 in an exciting final played in difficult conditions.
Now ranked at No.2 in the world rankings, an ecstatic Ali said: "I am delighted to have one another title. It was a really tough match and the conditions were difficult. There was a lot of dampness in the air and that had an effect on the way the table played."
31-year-old Ali has also been enjoying a new sponsorship deal this year with speed-e-loans.
